The National Indian Gaming Commission (NIGC) announced the appointment of William “Billy” Kirkland as its newest associate commissioner, welcoming him to a three-year term that began following his appointment on May 29, 2026.

Kirkland will continue serving as assistant secretary for Indian Affairs at the Department of the Interior while taking on his new responsibilities with the commission.

An enrolled citizen of the Navajo Nation, Kirkland brings a broad background in public service, federal policy, strategic planning, and advocacy. According to the NIGC, he has provided results-driven support to Fortune 500 companies, political campaigns, and advocacy efforts across the country.

In his new role, Kirkland will help advance the commission’s mission of regulating Indian gaming and ensuring its integrity in partnership with tribal governments.

“Gaming is an important contributor to the economic success of many tribes,” said Kirkland. “I look forward to working alongside my fellow commissioners and NIGC staff to support a strong regulatory framework that upholds the integrity and success of Indian gaming.”

NIGC Associate Commissioner Sharon Avery said the agency is pleased to welcome Kirkland to the commission.

“We are pleased to have Mr. Kirkland join the commission,” said Avery. “His background and commitment to public service will strengthen the agency’s work and strengthen our ongoing support to tribal gaming regulators.”

The National Indian Gaming Commission was established under the Indian Gaming Regulatory Act and is composed of three full-time commissioners who serve three-year terms. The commission’s chair is appointed by the president with the advice and consent of the Senate, while the Secretary of the Interior appoints the two associate commissioners.

The NIGC oversees and regulates Indian gaming operations nationwide, working with tribal governments to ensure compliance with federal law and maintain the integrity of tribal gaming enterprises, a key economic driver for many tribal nations.
