BISMARCK, NORTH DAKOTA— A sheriff’s deputy from Wisconsin who came to provide assistance to local law enforcement during the Standing Rock Sioux Tribe’s fight against the Dakota Access pipeline has been arrested for actual physical control.
Ryan D. Fowler, a sheriff’s deputy from St. Croix county in Wisconsin was discovered passed out in a patrol vehicle in a hotel parking lot in Bismarck. He was one of four sheriff’s deputies sent to North Dakota.
Actual physical control is being in immediate control or having the ability to operate the motor vehicle while being under the influence or having a blood-alcohol concentration of .08 percent or more, according to North Dakota law.
Fowler has been put on paid leave, pending his arraignment on October 31, 2016.
