Joelynn Ashley was confirmed as Director of General Services.

WINDOW ROCK – On Monday, Navajo Nation President Russell Begaye commended the 23rd Navajo Nation Council for confirming the appointments of both Joelynn Ashley as Director of General Services and Dr. Glorinda Segay as Director of Health.
“I believe that in order to properly assess a division’s efficiency and productivity, we need to have strong and reliable directors put in place. I see these leadership qualities in both Joelynn Ashley and Dr. Glorinda Segay,” President Begaye said. “Since being appointed, both directors have been working to bring improvements to their respective divisions and departments.”
Director Ashley comes to the Navajo Nation with Bachelor’s Degree in Political Science, a Master’s Degree in Public Administration with an emphasis in Tribal Administration and Policy, and a Master’s Degree in Construction Management all from Northern Arizona University (NAU). She is also a Doctoral candidate under the Politics and International Affairs Department at NAU.
“Within last two months I’ve addressed accountability within my division. With the staff, I’ve emphasized that accountability improves functionality within the program. I see there is a lack of communication that exists and I’m working to improve communication,” Ashley said. “In assessing the division, I’m working from the bottom up to see where improvements need to be made and I’m working to streamline priorities.”
Dr. Glorinda Segay was confirmed as Director of Health.
Dr. Segay received both her undergraduate degrees from the University of New Mexico and her Master’s Degree from Western New Mexico University. She later graduated from Arizona State University with a Doctorate in Behavioral Health (DBH).
“I’d like to thank the Diyin Diné’, my parents and grandparents and all those who supported me with their encouragement, prayers and teachings,” Dr. Segay said. “We have many priorities. Currently, we are addressing our master plan of operation, Medicaid, Medicare and non-emergent medical transportation. Our focus is to improve services to our Navajo people.”
President Begaye and Vice President Jonathan Nez have committed to hiring the best people they can find to help move the Navajo Nation forward.
“The candidates we’ve appointed know their business and are high achieving people. Their appointments were not based on their support of our administration,” President Begaye said.
“We’ve always based our appointments on the candidate’s passion and love for helping our people,” Vice President Nez said. “We know both Ashley and Segay to be self-driven individuals that will get the job done.”
Ashley was confirmed as Director of General Services with a vote of 17-0 and Segay was confirmed as Director of Health with a vote of 16-0.
